Written notice is a published right

38 CFR 3.103(a) states: “Every claimant has the right to written notice of the decision made on his or her claim, the right to a hearing, and the right of representation.” That sentence is a published rule on eCFR. It is not a sentence from your file, and it is not a result in your case.

VA’s pages about what happens after you file describe exams and letters asking for more information. Official status of a claim, decision review, or appeal stays on VA.gov after you sign in there. This product does not connect to that account and does not scrape it.

Reading about written notice does not create a letter, and it does not tell you whether to seek a decision review. That choice stays with you or with an accredited representative you appoint outside this product.

What the letter is for, in educational terms

A letter you saved is a document about a decision VA already made. People read it to see what VA wrote: what was decided, what evidence VA said it considered, and what review rights the letter itself describes. The words that control are the words on the letter, not a summary someone else wishes were there.

This page does not reprint a sample award, a sample denial, a percent, or a dollar amount. A made-up letter would be an invented record. If you want to read a letter, use the copy you already have.

Disagreeing with a decision, if you choose to, happens on VA’s decision-review and appeal channels. This product does not file a review, does not submit a form, and does not prosecute a claim.

Three readings that stay separate

After you sign in, Decision Letter Explainer on My Records can open only when a letter you stored already has words we can read. It keeps three sources apart. What your records say is a citation: a page number, a page label when the page has one, and a quote. A quote appears only when those exact words are on the page. What a published VA rule says is a separate eCFR quote, including the 38 CFR 3.103(a) sentence above, and that quote is not a sentence from your file. The explanation does not restate either quote as if it were a new fact.

The explanation does not add a rating, a dollar amount, or an outcome. It does not say what VA will do next. It does not file. If the page does not contain decision-letter language that can be cited, no quote is returned.

When no explanation is available

No extracted text means no explanation. Image-only pages are not OCR. Unreadable pages are not OCR. A stored class named rating-decision is only a class. It is not a decision letter, and it is not a Decision Letter product. The class id is not consulted as if it were the letter’s text.

An empty vault is an empty vault. The fictional sample on the homepage is invented text for a click-through. It is not your letter and not a C-file. Nothing in that sample is written into your account.
